Prepare Plaid for in app updates [Tracking]

In order to use in app updates at some point we're planning to add it to Plaid.

For non-blocking updates, here's a design:

I considered a Material banner but could get funky with the Z order i.e. with the grid content scrolling in front of the toolbar. I like adding it in to the grid itself to support the non-blocking importance.
