Values not done:

• backlog > Add comment “Moved to backlog by ”... this seems pointless, we know who set it to P3.
• Needinfo > I'm not sure why we'd do this, Bugzilla already has a pretty decent UI for this. It feels like we are recreating Bugzilla UI in this code and that's something I don't think we should be doing.
