Right now, if the WooCommerce guest checkout option is disabled in the site, then we are forced to login or create an account on the review page that is displayed when people return from PayPal.
If WooCommerce guest checkout is enabled, however, the user is never given the option to create an account with the site. It simply treats them as a guest and does not allow them to create an account at all.
We need to adjust this so that if WooCommerce guest checkout is enabled, it still gives them the option to create an account with the site if they want to. This would again happen on the review page after we call GetExpressCheckoutDetails. We're already displaying their data, so we could just show a button or a checkbox or something that is easy to see where they choose to create an account with the site.
