@angelleye me and @MansoorAliKhanOfficial both have test this issue but we don't see any error like this in my error log.

Well , I never see this issue becasue I dont have reference transactions enabled on my sandbox account. I m curious is there a way to do so with sandbox account??????

@MansoorAliKhanOfficial That actually wouldn't affect what's happening here. This is simply an admin notice that should be displaying to let people know about the fact that they will need reference transactions enabled in order to use it for Express Checkout.
