How's the state of this fork?

I just tried using your fork on a website of mine which already used Spectre and it worked like a charm. Implementing dark mode using CSS variables was easy! The only things I had to change is changing table padding back to what it was before and handling special cases for the dark mode.

Because I use PurgeCSS, which handles CSS variables, the built CSS file size is still quite small. That makes me think: maybe you can add a page about how to use PurgeCSS to make the file size smaller. Anyway, that's not the point...

The point is: is this fork being maintained, but no updates are being done as it seems complete, or it's not being maintained?

I am working on 1.0 version of https://github.com/angular-package/sass. Then it will be implemented in spectre dev. You can add PurgeCSS and join to add some updates to the latest version.
