We have project structure

project
|- module1
   |- locals
      |- en.po
      |- fr.po
|- module2
   |- locals
      |- en.po
      |- fr.po

start

'compiled/locals' : ['project/**/*.po']

have result

compiled
|- locals
   |- en.json
   |- fr.json

But en/ru.json have string only from module2
