Rows not filling grid border

This is similar to #401, but different enough that I've created a separate issue.

Starting with the sample code and removing "width" from the CSS, I see the following artifacts:

Adding .ngTopPanel { border-bottom: 0; } to the CSS fixes the top artifact, but the one on the right side remains.

Any ideas how to shore this up?
