ci(browser providers): update browsers in SL and BS #13431

Updates browsers' versions to the latest available on these platforms.

iOS10 is very slow on BrowserStack. It takes 9 minutes to run the campaign and some upgrade tests time out.
This PR moves it to SauceLabs were it seems to run smoothly.
