The submission guidelines for submitting an issue directs issue reporters to a pre-filled unformatted issue form. Reporters need directed to choose from the issue templates.

Users contributing a new issue are directed to a pre-filled form where the text has a link for the user to choose from a new issue template. Reporters have been submitting issues without an issue template.
