The submission guidelines for submitting an issue directs issue reporters to a pre-filled unformatted issue form. Reporters need directed to choose from the issue templates.

    Users contributing a new issue are directed to a pre-filled form where the text has a link for the user to choose from a new issue template. Reporters have been submitting issues without an issue template.

What is the current behavior?

Reporters read the Submitting an Issue section of the CONTRIBUTING.md and click the link for the new issue form. This takes them to a pre-filled issues/new page that is not a helpful issue template. It internally says they should pick an issue from the issues/new/choose link provided.

What is the new behavior?

Reporters reading the Submitting an Issue guidelines will instead select the new issue templates option to take them directly to the issues/new/choose.

I don't know if many recent issues have not been following a template, but this might help with some of that.
