Users contributing a new issue are directed to a pre-filled form where the text has a link for the user to choose from a new issue template. Reporters have been submitting issues without an issue template.
What is the current behavior?
Reporters read the
Submitting an Issuesection of the CONTRIBUTING.md and click the link for thenew issue form. This takes them to a pre-filled issues/new page that is not a helpful issue template. It internally says they should pick an issue from the issues/new/choose link provided.Issue Number: #27398

I don't know if many recent issues have not been following a template, but this might help with some of that.
