MetadataCollector should emit version information and accept future version content. #8974

The StaticResolver should be able to adapt to changes in the .metadata.json file format. This requires

  • A version number in the .metadata.json file.
  • Optionally, at the root, multiple versions of the metadata in an array.
  • StaticResolver should be prepared for the array and look for the metadata version it supports.
