ERROR in SourceMapGenerator.prototype.applySourceMap requires either an explicit source file, or the source map's "file" property. Both were omitted.

Update ng-packagr to ^5.5.0

We've been following `ng2-ckeditor` and its
[compatibility with Ivy](https://github.com/mgechev/ngcc-validation).

The build with our compatibility compiler was
[failing for](https://github.com/mgechev/ngcc-validation/issues/119)
the past few weeks. Noticed that bumping up the `ng-packagr` version
fixes the problem.
