A library acceptance proposal for usehooks-ts

While building the membership management system, I ended up using the above library to handle debouncing useDebounce.

The library provides several other useful hooks, docs here. The proposal is to assess which hooks are useful and if this should be a standard issue in the Anomaly web development pack.

rooks seems to be a popular group of hooks that developers are using. It's worth investigating the library as well
