Seems this is related to Arduino on Windows platforms and also scanning of I/O 
ports to detect the various COM ports by Arduino IDE. If offending devices are 
disconnected (Bluetooth, internal Camera etc), it is not necessary to hit the 
RST - the sketch loads. Need to check this a few more times to confirm this.

I put the reset logic into my breadboard and it worked like a charm.  I think 
we can close this.

Solved and Closed. Rev 16 onwards of the firmware has an auto-reset code which 
takes care of this issue.
