Issue with config's and stages

Looks like the config in get_timeout is not correctly getting the staged values.

for example

"stages":{
"dev":{
            "api_gateway":{
                "deadline":3600
           } }},
           

in a stage doesn't work

but on the main route it works as expected.

"api_gateway":{
                "deadline":3600
           }

[anovis]

looks like it may be only occuring when running goblet openapi xxx vs goblet deploy or with skip-backend
