SUMMARY

This attempts to backport the testing changes for win_psmodule present in stable-2.8 and onwards to the stable-2.7 branch. It is designed to remove the reliance on the external PSGallery site which is prone to temporary communication issues.

The tests themselves have stayed largely the same but now we setup a local repo and install test packages from there.
