Summary

This affects both ansible-core's CI:

...and also collection CI such as community.crypto and community.general.

The problem is that the latest packaging release drops support for Python < 3.6, and the pip version installed in the VM ignores that. Since it is installed as part of ansible-test itself, this needs to be fixed in ansible-test itself.
