[RFE] Add an ability to segregate/organize job templates by category

SUMMARY

Currently all the job templates created in single page or in single location in Ansible Tower.
We would like to have something like folder creation facility in Ansible tower "template" section. So, that we can categorize the job templates by "collections" . It will become easy to choose rather than scrolling multiple pages.
