Up vote and Down vote title

Currently, when the user hovers over the up vote and down vote icons on both the question and answer in the single question page, it displays Up vote this post and Down vote this post respectively.

To Reproduce

Steps to reproduce the behavior:

1. Go to any question or answer page from the front end
2. Hover over the thumbs icon available in the right side of either the question or answer
3. Check for the title you are presented with

Expected behavior

A better hover title can be provided for Up vote this post and Down vote this post representing that they are doing those for questions and answers.
