Remove "Persistent playback controls" setting on Android 11+

Steps to reproduce

After two minutes on pause the playback control disappear. (when put on pause or when paused by a call)

Expected behaviour

Playback control to stay

A workaround I have found is to set battery optimization option to "Unrestricited" (instead of "Optimised")

Starting with Android 11, this is a system-wide setting on Android. AntennaPod cannot change this. Instead, we should remove that setting on recent Android versions.

If I disable the setting, playback control disappears as soon as I pause the podcast.
Perhaps you should leave this setting and add a comment next to it explaining that battery optimization should be set to "Unrestricted".
