I had R_LIBS_USER set in a startup file, .Renviron. I had to temporarily unset it. Before that the theme installed improperly with files root permissions in my home directory. Still works not as described, panels still at their old locations.

@knbknb Which files installed incorrectly (.qss or .rstheme)?
The theme installer doesn't change the panels layout, this must be done in the Pane Layout options.

I don't remember, will try again when I have access to that machine.
On Ubuntu 16.04 (and R 3.6.1 "Action of the Toes" from 2019-07-05) installation worked flawlessly.

The theme installer doesn't change the panels layout, this must be done in the Pane Layout options.

Yes I've realised that myself but was too lazy to remove that sentence.
