Currently the indicator in keyframe panel is implemented as background image + position + size.
It is hard to make those background segments clickable or to have hover effects.
Moreover, it is hard to highlight when two actions are overlapping. Currently it is simply set with blend mode multiply.
Maybe it is worth trying to convert them into a bunch of div.
