Similar approach should be used to define anchors in all of the documents.

My proposal would be to use everywhere only the chapter numbers without the dots, like for Chapter 4.3.2.1 #4321 and if there are several anchors are needed simply just number them sequentally, like #4321-01.

@CsatariGergely It would be great to have a consistent approach. Can you make this TSC (instead of "Generl" and raise it on the Wednesday TSC call? Thanks
