[RM Chxx] Alignment to NG.126 2.0 reg Appendix A

As a part of creation of GSMA NG.126 1.0 in Sep 2020 (based on Baraque), the following was decided:

• Some of the content of Annex A belongs in section 1 to provide context (e.g. problem statement).
  The group decided to do that in the next version because the content of Annex A (Chapter 00 in CNTT) covered the whole of CNTT and was thus not written for inclusion in section 1 of the Reference Model as is. Moving and adapting it would make it harder to keep section 1 and the Annex in sync with CNTT's Github. So the proposal is to raise this as an issue in Github and cover in the next version. This proposal was accepted.
  In preparation for Kali as a base of NG 126 2.0, appropriate review and changes in RM need to be made
