Functions and supporting table created in different schemas

Opened by @jonescc in https://github.com/aodn/aatams-content/issues/12 but migrated to this repo as it's more a software/database enhancement:

Running runner.sql as postgres puts functions into public schema but running update.sql puts tables into aatams schema.
This seems inconsistent - either we are adding a generic capability here installed into public (like postgis for example) or we are creating an aatams specific one.
