When I attempt to build Docker artifact from master

docker build -t apisix:master-alpine -f alpine/Dockerfile alpine

...OR I try to build from release

docker build -t apisix:0.8-alpine --build-arg APISIX_VERSION=0.8 -f alpine/Dockerfile alpine

I get the following issue

I am based in the United States in California.
I wonder if the file for APKINDEX.tar.gz could be hosted on Apache CDN?
