Issue description

Since APISIX 2.13.1 was released days ago, APISIX Ingress Controller should try to test if this version is compatible. What's more, APISIX 2.13 is a TLS version, we should support it.

Environment

  • your apisix-ingress-controller version (output of apisix-ingress-controller version --long):
  • your Kubernetes cluster version (output of kubectl version):
  • if you run apisix-ingress-controller in Bare-metal environment, also show your OS version (uname -a):

Yes, we can update the APISIX's version.
