[C++] Refactor and make IPC read / write APIs more consistent, add appropriate deprecations #17434

In light of work in ARROW-1055 to make mixed-device IPC easier, I'm doing some refactoring to remove certain functions that were exposed in the public API unintentially. Some of these need to be deprecated, while others not.
