Merge tool occasionally leaves JIRAs in an invalid state

I have been noticing some patches are getting left in "In Progress" or "Open" state but in the web UI, the JIRA appears to be resolved. I have been having to reopen these issues, then press "Resolve" in the web UI. This isn't happening 100% of the time, but has happened several times today

Haven't seen this in a long time. I'm going to assume it was a hiccup with the ASF JIRA instance
