[C++] Rowwise Tutorial is out of date

Copying code from the tutorial results in a compile error.  

Investigation shows that Maketable no longer exists:

ARROW-1341 - [C++] Deprecate arrow::MakeTable

Attached is a working version which may be either copied into the tutorial or added as a sample.
