[C++] Ensure Arrow can use OpenTelmetry from conda-forge #18990

OpenTelemetry was just merged into conda-forge (see conda-forge/staged-recipes@6a21350), once packages exist we should ensure Arrow can use those packages to save some build effort.

In conda-forge/cpp-opentelemetry-sdk-feedstock#3 I am enabling the otlp-http exporter after which everything should 'just work'
