[CI][Archery] Add new Archery command to delete old branches and tags on crossbow repository

In the past we were using a script from a gist to delete old branches on the crossbow repository:

Due to unclear licensing of the script we decided to remove it but we have to add a new way of having the crossbow repository clean old branches.
