[CI] Update the conda docker images to use miniforge instead of miniconda

This adds ppc64le, aarch64 and osx-arm64 as supported architectures but should only be a different download URL. Be aware that miniforge doesn't include defaults as a default channel as well that it is unavailable for Windows.
