[R][Release] Build of ubuntu-docs is failing

I am getting an error when building the image ubuntu-docs:

#5 43.03 The following packages have unmet dependencies:
#5 43.29  r-base : Depends: r-recommended (= 4.0.5-1.2004.0) but 4.1.0-1.2004.0 is to be installed
#5 43.33 E: Unable to correct problems, you have held broken packages.

This was triggered when running dev/release/post-09-docs.sh 4.0.1 on master.
