[C++] Add option to specify the first day of the week for the "day_of_week" temporal kernel

Please could we implement TemporalOptions for the day_of_week kernel, so we can specify the first day of the week (i.e. and therefore affect which day of the week is represented by the integers 0 - 6 when calling day_of_week on a date).
