ERROR: pyarrow-8.0.0-cp38-cp38-manylinux_2_12_aarch64.manylinux2010_aarch64.whl is not a supported wheel on this platform.

Looks there are aarch64 wheels for manylinux_2_17, but not manylinux_2_12.

There seems to be some discussions around dropping support for manylinux_2010 (aka manylinux_2_12) in general as its supposed to be EOL since November 30th, 2020:
pypa/manylinux#1281

What is our support policy for this?

I would be in favour of dropping support, but I am not a Python person so I have no grasp on the impact. I think as Antoine mentioned in Zulip best course of action would be to post this to the ML?

@cyb70289 should we close this one now that https://issues.apache.org/jira/browse/ARROW-16747 has been resolved and we no longer support manylinux 2010?
