[Python][Packaging] Stop producing macOS Mavericks wheels #32806

According to https://endoflife.date/macos (and also Wikipedia), macOS Mavericks has been unsupported since 2016 but our CI is still producing wheels for it.

In addition, we are still producing wheels for High Sierra, which is also unsupported. However, if we stop producing them, then Catalina users will not be able to install PyArrow wheels anymore.
