Google would like to use Apache Beam 2.45.0 for an LTS release and requires the BOM to be on an LTS version of the libraries-bom (e.g. 26.1.5) but the libraries-bom LTS is subject to googleapis/gax-java#1858 bug which impacts BQ IO due to #21368 which required updating to the current BOM.
This is to finalize the discussion of whether Google releases an LTS which points to 2.45.0 or Beam migrates to a libraries-bom that has LTS support (e.g. 26.1.6) which contains the gax-java fix.

What happened?
