Since ZkVersion is a general class wrapping an integer/long based version number, it would be good to rename zkVersion to LongVersion and move it from metadata package to a versioning package.
Indicate the importance of this issue to you (blocker, must-have, should-have, nice-to-have). Are you currently using any workarounds to address this issue?

In #491, we are planning to introduce a metadata rpc service to wrap the existing ledger manager implementation. it would be good to support a integer/long based versioning, rather than a special case for zookeeper. so this is a change that is prepared for the upcoming changes in #491
