[Improvement][SQL] Place the upgraded schema to the correct version directory and check schema errors

Describe the question

The differences between 1.3.5-release and dev branch are as follows:

There are some problems such as:

• The upgraded sql in 1.3.0_schema and 1.3.3_schema should be in 1.4.0_schema
• The 1.3.5-release branch has 1.3.4_schema upgraded directory but the dev branch does not

What are the current deficiencies and the benefits of improvement

• Place the upgraded schema to the correct version directory
• Check schema errors by the way, for example: fix the issue [Bug][Api] Process definition create, update and copy error in PostgreSQL #4650
