Describe the proposal

Here, users should pay more attention to the history of configuration changes and some information interacted with the configuration center. Of course, it is not only these, which need to be researched and analyzed in actual scenarios. Increase the transparency of dubbo3 applications in the field of configuration center by adding configuration changes and buried points for interaction between applications and configuration centers.

中文：配置中心主要是用来管理配置的，这里用户应该比较关注的是配置变更历史时间和与配置中心交互的一些信息，当然不仅仅是这些，需要在实际场景中调研与分析。通过增加配置变更，应用与配置中心交互的埋点来增加dubbo3应用在配置中心这个领域的透明度。
