[GOBBLIN-643] Fix NPE when closing KafkaExtractor

Description

• Here are some details about my PR, including screenshots (if applicable):
  If an extractor fails at a specific point, startFetchEpochTime and stopFetchEpochTime may not have the partition key which causes NPE when closing KafkaExtractor. This PR adds a default value of 0 to avoid this situation.
