It's better to use a top directory of go1.10 instead of core

I just followed the structure of other images

I divided into actionProxyLoop and golang1.10

we should keep the same structure for all the runtimes if possible - it's already difficult working with all the repos, having a canonical structure makes it easier to manage in the long run when automation might be needed.
