can't run experiments except on filters and some thresholds

There isn't a way to create an ExperimentSpec for RunExperiment that turns on 
or off options like ModPagespeedLoadFromFile or ModPagespeedShardDomain.

It would also be nice to be able to modify those settings rather than simply 
enable or disable. For example, to compare 2 versus 4 shards.

So far we've found that most of the benefit of the experiment framework is from 
running simple on/off experiments.  This would still be a good extension, but 
it's not strongly needed right now.  Lowering priority.
