#1225 added support for specifying the TLS version and ciphersuite to use when configuring the proxy and broker. However, this is not documented in the respective configuration files, nor in the user documents. We should add such docs (and verify that they take effect).

PR apache#1225 added the ability to configure the TLS protocol version and
cipher on the server side, but this was never added to the
documentation. This patch fixes that omission.
