What happened

It prompts "Current status=config_failed was not allowed to delete" when deleting a successful inlong group, and this group's status changed to "Configuration failed".

Configuration_failed

What you expected to happen

No error throws.

How to reproduce

Just delete one inlong group whose status was config successful.
