[Improve][TubeMQ] Adding restart-manager.sh for inlong-tubemq-manager

Description

Currently in the inlong-tubemq-manager/bin directory there are only two functions, start-manager and stop-manager, so I wrote the restart-manager.sh script to add restart functionality to tubemq-manager.

Use case

When deploying tubemq-manager, the configuration file needs to be restarted for the manager service to take effect, so I added the restart-manager service to make it easier to restart the service with a single keystroke
