Windows NOT supported for Scala Pacakge

Currently, the build target in Scala package does not contains a dll target to build. Also some tests are not available on windows. In that case Windows build is not available on Scala Package now. I am looking for ways to work this out but I would welcome contributors to collaborate on this.

Please contact Scala package Maintainer (@nswamy @lanking520 @yzhliu @andrewfayres) if you would like to work on this.
