What happened
Repositioning a toolbar can cause all the toolbars to disappear.
Language / Project Type / NetBeans Component
No response
How to reproduce
Launch Netbeans
View->Toolbars->Reset Toolbars
View->Toolbars->Debug
Now select the right-most toolbar and try to drag it to another position on the toolbar.

This seems to happen when the performance toolbar is the right-most and also doesn't fit entirely in the window. If you don't see it, try working with a smaller window so that the performance toolbar is converted to a drop-down.
