I personally believe this is necessary, from both users' and developers' perspective.
It does not make sense to allow folks to install only, but not the opposite.

This may extend to a broad life cycle management of all the actions and packages.

openwhisk-package-template has both install.sh and uninstall.sh. I think it's a good idea to enable uninstall packages.
