Search before asking

  • I searched in the issues and found nothing similar.

Motivation

Currently (Pulsar 2.11) it is possible to create a topic and set "topic properties", but it is not possible to change them later.

It would be useful to have an API to update the properties.
Also, internal components (like Protocol Handlers) should be notified about these changes, possibly using the mechanism introduced by PIP-241 #19224
